Prisco simply said that he believes that Jones was the best free agent safety that year. If he was the best safety in the NFL, he wouldn't have been hitting free agency to begin with. He probably would have been a starter in New England, at least. A lot of people believed that he was one of the top FAs at the position that year. Here's a scout.com ranking:
