PS3 is going to suck compared to PC. You know it, buzd knows it, and hell... Even WDQ knows it.
Just go buy one of those 'open box' specials that they suggested. That'll let you just go plug&play vs. having to build a system from scratch.

Yeah, but $900+ to play one game? That's what it amounts to. I mean, I guess porn will be a lot faster and prettier, but still, $900.
If I do anything, it's going to be an upgrade like what Optimus suggested. The problem is every time I learn something new about computers, it pushes something else out of my brain. Like figuring out what video card I need pushed out some knowledge of the early 1990s Saints. I can only name three Dome Patrol members now thanks to all this crap.

If I just got the latest and greatest video card, would that be enough to at least make it decent? Would I run into problems with compatability where I'd have to upgrade other stuff also anyway?

It's hard to say if you will be able to upgrade it enough to make it superior to just playing it on the console with a good TV. It looks like you might, though.
One bonus in your case is that you don't have to go and buy the absolute best video card, because your computer won't get the full benefit of it anyway. Which means it will be less expensive.
It will probably be worth upgrading your power supply and adding the other 4 gigs of RAM that your computer can support (since you're on 64 bit).

So you could probably get it playable for about $300.
Here are the system requirements. You would be slightly less than "recommended", but well over the minimum.

i finally sold my hp xw9400 server (2x quad core opterons and 16gb ram, sold the SAS drives out of it already) for a nice chunk of change. sold my core 2 duo desktop several months back (kept the e8400, sold it with a spare e6600). i've been putting off ordering parts to build my new pc because i simply don't have the time.
today, a friend called and asked me if i'd be interested in buying his powercolor hd 6850 from him for $75, and i immediately said yes. it's a rare single slot card that will fit in my htpc (optiplex 380 with 8gb 1333 ram, the e8400, and a 1tb wd black drive). as far as i'm concerned this will carry me through another year. i have a spare antec 620w ps i'll use in it for the card. i'm thinking of buying a 40-60gb ssd for w7 for a little extra kick.
purchased the 380 for $250, sold the 3ghz dc for $60, sold the 250gb hd it came with for $40, it came with win7 pro license, had the 1tb as a nas drive already, and spent about $40 on the ram. the power supply i bought as a spare from a newegg sale for $65 (40 after rebate). so for about $300 or so, before buying an ssd, i don't think that's too shabby.
for as much as i want to OC an i5 2500, i'll test this out for a while first.
now if someone could find me a cheap q9550, that would be awesome, thanks. i'll trade 3x 2ghz 5130 processors (that are worth a grand total of maybe $30).

it would be fail if i were a professional canadian gamerz, but sadly i am not. this system will be sufficient for skyrim and guild wars 2.
you sure do have a lot to say for someone that doesn't even play video games.
