I am still mostly unable to access the sale or web site...after much research and trying a variety of fixes, I am forced to blame AT&T, my DSL provider.
I have found that in the past, similar issues have occurred with other ISP's.
e.g. BT vs Steam - BTCare Community Forums

I figured out my Steam problem, for those of you who might be interested.
After doing more research, I noticed that the HTML files from store.steampowered.com DO load. However, the images and CSS sheets do not load. The screen looks mostly like in the Steam client, lke nothing loaded, and through a web browser, the pages will get a title, but none of the images, text, etc will show up in the web browser. The web page just continues to load and never finishes (nothing ever shows up) until it finally times out.
So, after viewing this: http://forums.steampowered.com/forums/showthread.php?t=1194981 I think I know the problem.
The site store.steampowered.com only loads the HTML. The graphics and CSS are pulled from two more servers. These additional servers are: cdn.steampowered.com and cdn.store.steampowered.com
In the Steam forums mentioned above, a user pinged one of these servers, and apparently, it went through servers as far and wide as Virginia and Hong Kong.
In other words, the store.steampowered.com server is fine. BUT, the servers that the images and CSS sheets ( cdn.steampowered.com and cdn.store.steampowered.com) are stored on do not work at all. AT&T has apparently blocked those sites.
I have contacted their customer support. ALL my other web sites and software work fine.

I bought two copies for friends who had never played this.
It's probably my favorite RPG of all time.

These sales...my Steam backlog is so huge that I will never, ever find time to play all the games on my list, or really, I doubt that I even find time to play half of them. Yet, the prices are so good that I keep buying.
Does anyone else have this problem? ...I like having a huge collection just "in case" I ever find time to play and just because I can always re-visit an old classic without keeping a bunch of physical copies around the house.

Yes I have over 100+ games and I continue to buy more. I have played less then 10. It's horrible, but a part of getting older. You have the money to buy them, but not the time.
P.S. SR:3rd, and Trine 2 are both 75% off today. Frozen Synapse from yesterday is still up, and came with a free giftable copy @ 4.99 that's a great bargain.( I have a extra copy if anyone is interested.) The indie bundle today is really strong today. In fact, if you don't own Sanctum already I would say its a must buy @ 9.99.

Assassin's Creed 2 Deluxe - $5
Fallout New Vegas with all DLC - $10

Legend of Grimrock - $6
Dead Space 1 and 2 - $10
Trine 2 - $3.74
Plants vs Zombies - $2.50
The Witcher - $2.50
The Witcher 2 - $10
Bastion - $3.74
Star Wars: KOTOR - $2.50
Bioshock 2 - $5

It really is. A lot of developer seem to be coming back to PC since steam has shown pc gamers will spend money.

One improvement to be made.. should have a create your own indie pack. Pick your 4/5 indie games get 75 percent off.

Bought Company of Heros which looks really fun... and Railworks 3: Train Simulator for my son. Still have no clue how I'm going to find time to play all this.

I bought Railworks as well. I know I won't play that game. I buy some of these games just because they are cheap, and it adds to my collection. I have come to accept that I am actually playing a metagame. Steam has somehow sucked me into a real life version of Pokemon. I gotta catch them all!
