My bold prediction....

My intuition tells me that there is a bit of subterfuge/gamesmanship going on with Payton... so considering everything, my bold prediction is that Taysom Hill gets the start despite the overwhelming assumption that it will be Winston.

Bonus.... He is going to ball out!

I think both Taysom and Winston will get a series each to start, and depending on how that goes one will be the de facto QB from that point on, or it will be a true QB by committee.

What of Taysom starts and Jameis comes in next series?

Wil be interesting to see if Payton uses Hill more or less now. There is an argument each way, but since as far as I know we don't have a 3rd QB on the roster I'm guessing less snaps for Hill if we can get away with it.
