They mean that the in-game updates will have him as a Jet. They don't mean it will ship with him on the Cover as a Jet. However, you will be able to print out a cover with him as a Jet via EAs website. I wouldn't be surprised if somewhere down the road they ship with him on the cover as a Jet, but that's not what they're saying in the article.
