makes you wonder though, if Vilma really did almost hit two people and run a red light, why didnt the cop just tell him thats why he was pulled over when Vilma asked? Seems kinda strange to me.
I do not work in law enforcement, but I would guess that the first priority is to control and assess the situation. Again I am not well versed with personal experience, but that is my understanding. Control the situation and then assess the situation. Answering questions is down the list.
