makes you wonder though, if Vilma really did almost hit two people and run a red light, why didnt the cop just tell him thats why he was pulled over when Vilma asked? Seems kinda strange to me.

We don't know if the officer told him or not. Either way, you just do what you're told and you can avoid these types of situations.
