What is the rep meter?

Sorry for all of the questions -- I am just trying to get a feel for all of this

If you rep someone else -- do they get more power on your rep based on your current reputation level -- or is it consistent among all.

Also -- I like the fact that you do not list the names of who gave you the rep in user CP. Listing names will often lead to quid pro quo which defeats the purpose of the posting.

I know you limit the number of times you can rep during one day -- but how about to the same person. If you like their posts in 2 threads is there some sort of counter that limits this kind of thing.
