Goodwin was an unrestricted free agent if I'm not mistaken...only restricted free agents who sign offer sheets with other teams that are not matched by the current team results in a compensatory pick.
That's a different thing you're thinking of. RFA's get tendered with a pick and if someone signs thems to a different contract then they give us that particular pick.
The op is asking about compensatory picks. These are handed out by the league at the end of the season based on teams losing top free agents. For Goodwin I would expect a 7th rounder. A 6th would be great though. Only players like Nnamdi (who left oakland as a UFA) will get the highest pick in the 3rd.
