The problem with the new rules is that the are not clear and understandable. Therefore players are either tentative and unable to decide what they should do or have to just play like normal and hope they don't get a flag.
For a while players were tentative and they were STILL getting flagged, so I believe players (and coaches) are starting to just give up on it and play and take the flags. They don't have a clue what will or will not be a flag anymore. The league's own video that "explains" the rules showed a hit nearly identical to a hit recently that was flagged and changed a games outcome.
If they truly wanted to "change behavior" they would be clear and discernible rules. But it's not really about that. It's about protecting the league from law suits. They claim "they did something" as soon as they found out about the long term impact of head injuries.
I am hopeful that once all this is settled, the league and the players will find a way to put it all behind them and go back to playing real football. Then they 2010 through 201X seasons will have an asterisk for some fans because they will be "lost" seasons.
