There's a picture of a smiley above the text box when you reply. Click that for a drop down menu. Then click for the full menu.

I am a retard. I see smilies below the text box, and nothing happens when I click on the smily which appears to the right of the title box. Smilies convey mood and are indispensible to my posts!
