NFL Owners Approve Modified Injured Reserve Rule

I have never understood the IR rule. It never made sense that they forced a team to place a player that might be out half the season on IR for the whole season. They should be allowed to bring the player back. I know they did it to avoid a team from holding players by placing them on IR as another way of avoiding losing a player.
