Ryan's scouting ability

Probably the most central, and definitely one of the most puzzling, questions that I have about Rob Ryan is about his ability to scout talent. During the Payton/Loomis era, we have consistently invested many of our highest draft picks to improve the defense with startlingly little success. Not to state the obvious, but stacked rosters like San Fran and Baltimore really highlight the importance of simply identifying talent, something SP has done incredibly well on the offensive side of the ball. Especially given the impending overhaul and current cap situation, finding talent at a bargain is more important now than ever before.

I think we moved to the 3-4 most of all because it suits much more effectively the talent we already have (ie Cam, Hicks, Tez, Junior, Lofton). Is there any evidence that RR can scout with the best of 'em? His days in Dallas probably aren't great to look to, considering Jerry's ridiculous control over personnel.
