Do no harm: Who should bear the costs of retired NFL players’ medical bills?

Shouldn't it just be worker's comp? So, the League or team is responsible. If it was damage due to his employment, it's their responsibility. The problem is, as I barely understand it, is that workers comp isn't designed to help workers who are hurt, it's designed to protect companies from being sued.
