Logically, it should be. But it's all about money. Having 4 of the largest markets in the country in the same division is why they will never change.
For example, the Dallas Cowboys are in the NFC East but yet their stadium is further west than the Texas Rangers (also based in Dallas) who are in the American League west and who's stadium is further east than the Cowboys.
Rivalries are important but money is the determining factor.
