That's what it does. It puts the over the air tuners on your computer network. I haven't read good reviews about the phone/tablet app but, it works on any windows 7+ computer, smart TV's, Xbox's, Playstations, etc... I've even seen some reports that it works on Roku, etc... but I'm not sure. It doesn't work on the amazon fire tv stick. Yet. If you're using a windows 7+ pc then you can use media center as a DVR. I use the media center DVR and it works better than comcast ever did.
