Typically people travelling international or doing something time sensitive like a cruise are made a priority. This sounds like poor planning on the part of the gate agent. I know we have intentionally delayed flights to accommodate late arriving connecting passengers for such an issue.

This. I don't even fly all that often, but I have personally experienced this. Once when my original flight was delayed just a bit, I almost ran to the connecting flight gate. The gate agent was holding the door, and everyone else was boarded. I walked onto the plane and they shut the door behind me. This was just a plain old domestic flight.
