I sorta feel like it was the later, but the worst happened. They couldnt have known that the game would come down to TWO absolutely blatant penalties. So by staying out of it, they basically decided the game anyway.

ABSOLUTELY! They blew it by trying to change the way the game is played during one of the most important games of the year... and got burned badly. You can't 'stay out of' officiating a game properly when the rules REQUIRE that all games must be officiated properly to be legitimate.
