Algiers ferry - huh?

I have been following the ferry story for awhile and we definitely are missing some key information.

The builder of the new boats says they passed USCG inspection prior to delivery and the current failed inspections are based solely on RTA's crew not being able to demonstrate proper safety/lifesaving training. There are some comments from the local USCG captain of the port that support this position.

However, if that were the case then I would expect the USCG to shut down ALL the ferry boats, not just the new ones. But when the old boats are available for service, the USCG has allowed them to operate - presumably with the same crew that would run the new boats?

Someone is not telling the truth. It is patently absurd for these brand new boats to sit idle for a year without any clear explanation as to why.

Without knowing anything else about it I would tend to blame the RTA because that place is generally crooked AF but we'll see - eventually.
