By letter of the rule, Kamara was not horse collared. The defender has to pull him down with his hand inside the back of the shoulder pad, or from the back of the jersey near the nameplate. The defenders hand was on the front of his shoulder. I’m basing this off the angles shown on TV, but maybe there is some other angle showing differently. But still the play was dangerous and serious injury could occur.
