He is notoriously cheap and won't fork out the money that it takes to build a decent team. A buddy of mine is a huge Bengals fan (for whatever reason) and I almost feel sorry for him some times.

Well, every now and then you gotta spend. If you're taking a blue chip QB with the #1 pick overall and you don't give your best shot at building a team around him, then you get what you get. The whole Ohio's son storyline (if they draft him) would make me think the ownership would realize that he's got a marketing golden goose. That might loosen the purse strings some. And with revenue sharing, the other owners might pressure him into opening his wallet.
