I think state and local governments need to step up. Think local act local. It doesn't make any sense to manage something like this in a monolithic national level.
New York City and Salina Kansas probably have different actions needed. De-centralization.

Some aspects of it yes - state and local have been managing the distancing measures. CDC provides guidance (some state and local rely on it, others don’t) but that kind of regulation isn’t a federal matter and it hasn’t been treated that way.

But the response supply line is something different. There are massive shortages - and in this national crisis it makes sense to have a centralized control of production and distribution. If we’re using wartime powers here (and we are) then treat it that way. If anything, avoid this:
