At this point, we don't even know whether there are real Time-Keepers, most of the premise could be a set-up. We know the TVA exists and has the power it does, but we don't know that it's really being used to preserve a Sacred Timeline to prevent a multiversal war, let alone that there's Time-Keepers in charge of it.

There's a part of me that thinks we won't get a definitive answer here, but that signs will point to Kang being behind the TVA and then we will get more on him in Ant-Man and The Wasp: Quantamania.

But much like Wanda and Mephisto, just because the clues are there (Ravonna Renslayer has a relationship with Kang in the comics) doesn't mean they'll amount to anything.

That said, I'm pretty sure I saw a shot of the Sphinx in a trailer or ad and Kang disguised his ship as the Sphinx when he went back to ancient Egypt to rule as Rama Tut. But again, could mean nothing.
