The internet was designed so that it would function even in the case where several nodes were under actual nuclear attack. The fact that we are still using this site is proof that the internet is definitely not broken. A few sites may be down, but in no way is the internet broken. Unless, of course, there is some meaning wherein being "broken" means a few sites are down. In that case, the internet is always broken.
