Was this game more personal after Winston got hurt?

It wasn't a dirty play, or a play in which the defensive player intended to hurt Winston. The reason why the flag was thrown is because the definition of a horse collar has expanded way beyond the collar. Someone will probably post a picture, but the defender grabbed the side of the back pad below the shoulder pads. At any other angle, nothing happens to Winston.
It was a clear horse collar tackle because the current rule includes the nameplate of the player on the back of the jersey. The reason this area is also includes is because grabbing that area can give you dangerous backwards leverage on the ball carrier that easily cause injury similar to grabbing the actual collar of the shoulder pads and jersey.
