What do you mean, "not down"? I don't understand how you can say "not down". He clearly pulled him to the side AND down. Otherwise, Winston's upper body would not have gone DOWN as well.
Yes it was a bad angle, but a bad angle is not necessarily dirty, and again, the reason why the ref called a horse collar is that they expanded the rule. You can see in the image below that the TB player is pulling Winston from the sleeve, below below Winston's name plate, and not even down, but to the side.
There were plenty of cheap shots given, but this one wasn't one of them.
