Only WR needy teams in front of the Saints with the cap room to outright claim his 7+ mill cap hit, and would realistically claim, are the Eagles and Patriots.
Everyone else in front on the waiver, like the Colts, Chiefs, and 49ers, will have to restructure contracts just like the Saints and push a handful of their players’ cap hits forward next few years, which they probably don’t want to do just to claim OBJ.
Eagles are 3-5 and know he won’t re-sign there so I think they won’t claim. Patriots could make a wildcard push if they claimed him so they may be the only one in front that could put in a claim.
I’d restructure players for space and put in the claim to avoid competing with the Packers, Rams, Raiders, and Buccaneers in FA negotiations if he clears. The Ravens have $11 million in cap space and are behind the Saints in waiver. They will definitely claim him if the Saints plan to wait for him to clear
