Being the "best free agent QB ever to hit the market" does not mean he was elite at that point in his career. That just means the majority of QBs who had hit free agency from the early 90s until 2006 had been rather pedestrian.
Brees exceeded expectations. He went from slightly above-average to elite. For someone to say otherwise would, in fact, be "revising history".
