I'm not doubting the paid as a possession WR part.

The declining may be overblown. He was ascending in Cleveland from year 1 to 2 and even 3 before missing 2 games, but he still had a 10% higher catch rate from 2019-2020 with 2019 being his best season in Cleveland.
