I don't know if Netflix has VPN blocking or not. but yes, the offerings do vary from country to country. I can use my same account in both the U.S. and MX, but my profile changes depending on where I am. Examples, off the top of my head: in MX, Netflix was showing Star Trek Discovery, which in the U.S. is a CBS All-Access exclusive; before the pandemic, they were showing recently - released movies (Spiderman Homecoming comes to mind) ; they were showing the John Wick movies in MX but not in the U.S....

Netflix does attempt to block VPNs (kind of), but it's a moving target so particular VPNs may or may not be blocked.

If you are accessing Netflix through a 'blocked' VPN, you don't get the country's content, you typically only get Netflix Originals, i.e. the content that they have globally.
