Never has been and never will be an NFL caliber drop back passer. That being said he never has been and never will be an NFL caliber runner.
What he is and was simply was a college caliber winner, a trait that is irrelevant in the NFL as many a QB like Danny Weurful and Tim Tebow.
So I ask, what in the heck did Payton see other than himself in the guy and what’s the point now in investing any more time in him.
I’d scour the waiver wires for another young QB who at least will sit in the pocket and go through his progressions before running scared out of the pocket.

Ian Book cemented that Sean Payton, while an elite play caller (at least for the first half of his Saints career), could not develop quarterbacks. Drew Brees was his savior. How many draft picks did we waste on QBs and not a single one panned out. The closest was Chase Daniel and he never got a consistent start anywhere.
