Why can't the NFL use technology like the World Cup does?

The World Cup is using numerous real-time sensors embedded in each of the players' jerseys and each of the match balls. They are using AI to help determine calls such as offside penalties. If you've watched any matches, it's pretty slick, as it provides very quick and compelling visual evidence establishing whether a player was offside.

There is no legitimate reason the NFL can't use similar technology.

The NFL taking my money every year while refusing to even acknowledge that debacles like the 2018 NFCCG no-call and the numerous errant calls and no-calls that occur on a weekly basis could easily be avoided is appalling, brazen, and insulting.
