I dont agree its a shame. Negotiating from a place of less leverage is always hard.

Griners' "brand" gave Russia the upper hand in any negotiation. The publicity around her jailing was simply too much. A decorated athlete, public outcry...this is all what Russia wanted- to force the US hand thru public awareness.

US got what Russia was willing to give. They took it. Doesnt mean they stop working on getting Whelan home. So relax with this whole undercurrent theme of "THIS administration should have done more" as if its some politically driven deal.
