Even lower than 12 probably. Carr's contract is 33M/yr for the first 3. Tannehill counts as 36M this year. Daniel will likely average 35M. Cousins will make 38-40M. Burrow, Lamar, and Hurts will eclipse Carr. Geno Smith might average more at 3yr/105. Heck, Matt Ryan costs 35M in cap this year. I think he ends up 15th on the list which is really fair value for the player.
