You are GM, do you trade up or down in draft?
Depends on the current makeup of the roster and obviously the players on your board. The past several years it has made sense to go up and get your guy because the depth chart has been pretty much set. The quality of their picks was more important than the quantity. Trading up is fine if you nail the picks but you can't be selling the farm for Rehab Warriors.
Now maybe not so much. Sure, they could trade up again for an instant impact player but at what cost? They are still going to have significant areas of concern at a few other spots. Do they want one A prospect or three B prospects to sprinkle over the roster?
It all comes down to how close they think they are to competing for a championship. If they thought they were close enough to trade up with Winston at QB then yeah, I'm sure they'll still be going all out with Carr the next few years.
