Will Levis is moving up to the top of the draft

No one is “moving up.” This is usually an indication that a player has always been up based on the actual team evaluators; the media is just now learning about it.
Players can move up the draft board if GM’s that value a player highly catch word that other teams are interested in drafting a player higher than anticipated.
In this case, I doubt that many GM’s thought Levis was being considered at pick #2 earlier in the draft process, but now if a team wants to be sure they get Levis, they are going to have to make a trade with the Texans or Cardinals.
