My mother has been a teacher in Jefferson Parish for more than 25 years and she was telling me that at her school the big problem is that most of the "problem" kids are the kids that are being bussed from another school district and it is disruptive to the other students. Oftentimes the parents of thes kids are not proactive in their child's education and so a teacher's effort to help the kid fall on deaf ears.
