This has got to be a giant Fstop with a VERY slow sheetter speed. There is a lot of light hat has to be let in to see the sky look like that, you can tell the slow shutter speed by how the water looks, like smoky, the water was flowing and the low shutter speed helped collect lots of light reflecting from the water at various spots.
