No, nuclear weapons were meant to be used, and were used right away. One of the things that make it possible to use deterrence is that we used them and no one else has used them. That way when we say MAD the other countries quake in fear.
More to the point, nuclear warheads were very carefully painstakingly engendered, and then tested to insure that within the boundaries of their deployment and rigorous maintenance that they would be very reliable, because they aren't worth anything if they don't work when they are used.
What makes deterrence work is a solid guarantee that if they use a nuclear weapon, we will shoot the whole wad at them. No exceptions, and our weapons will arrive and work the warheads will work when they arrive.
I don't know why you would think all that would be involved would be fingers pushing buttons. Nuclear weapons require more effort to keep them up to date because their shelf life is shorter than just about any other weapon system used by the military. The warheads are very hard to maintain. They have to be remanufactured often.
The rockets that deliver them are also hard to maintain, and the silos and submarines where they are kept ready for use are hard to maintain. Insofar as the ones which are delivered by aircraft the aircraft are hard to maintain.
By comparison Army weapon systems and materiel are not as hard to maintain, and the materiel they use has a much longer shelf life.
I know all of this because I was an officer in the USAF. I have a degree in Physics and a minor degree in Military Science. As a cadet and officer all in all I wore the uniform for about ten long years.
That was a long time ago. But I do keep up with the current state of affairs.
