They must mean TU-22M's
The TU-22's and TU-22M's are completely different aircraft from different periods in time. It would be like comparing a B-58 to a B-1 that would not be reasonable.
It would be reasonable to compare a B-58 to a TU-22. And a B-1 and a TU-22M are reasonably comparable as well.
The TU-22's are like my age, and they weren't very good, nor were the B-58's. While there probably are a handful of them left at museums, I doubt there are any left that could still fly.
