It's also risky though. Albeit the chance of Carr and Winston both getting hurt is low, the 9ers proved it's not 0%.
If I understand this correctly, Hill becomes the #2 QB allowing Winston to be active as the 47th player on gameday essentially allowing the Saints to carry an extra player. If Carr gets injured and Winston goes in as the emergency QB, Hill can no longer enter the game as a QB. The Saints will have no other alternatives at QB.
