QB2 rarely sees the field. Why take up an active spot?

Having Taysom as a fake QB2 allows the Saints to be very active with Taysom. If he were a true QB2, the Saints can’t risk him getting hurt bulldozing over the defense; so won’t call those type of plays.

But as a fake QB2, they can call all the plays involving Taysom. If he get hurts during the game and if Carr goes down, they still have their real QB2 Winston.

The 2 risks with the above are low:
1) Carr goes down but Taysom stay in. Then Taysom must play QB
2) Carr, Taysom, and Winston goes down, then they won’t have an emergency QB that other teams would have.
