Thursday Injury Report of Week 1

The plan is that TH will be QB2 and JW the emergency QB. If Carr goes down, TH can handle a game and do his normal role because JW can play if QB1 and QB2 are both injured.
Before if TH was QB2 we couldn’t play him because there was no one behind him and if he got hurt we wouldn’t have a backup qb.
But that isn't the objective here, right? The Saints are trying to exploit a loophole in the rule to make another player active on gameday right?

I get the first part with JW2 as the emergency QB and TH7 as QB2 so he can play normally. What I'm not clear on is how making JW2 the emergency QB opens up another roster spot. Let me try working out in my head and you guys can check my work.

Before this rule and designation DC4 is QB1, JW2 is QB2, and TH7 is the TE. All three can play and the Saints can have 45 more players available on gameday.

After the rule change DC4 is the QB1, TH7 is the QB2, and JW2 is the emergency QB. Now JW2 cannot play except for injury to QB1 and QB2. QB1 and QB2 can play normally. The emergency QB doesn't count against the 48. So, the Saints can have 46 more players dressed and playing.

OK I see it now. In the second situation, there is one more active spot. And it's only at the cost that JW2 cannot play except for injuries to QB1 and QB2, which in the normal course of a game would have happened anyway.
