X-Twitter is simply too unreliable to put any faith in a community based collaborative effort at "fact-checking". Without even some basic guardrails built-in, the rest is pretty much meaningless.
If the video you posted is of the same event as the one I posted, then it looks like something - maybe through zooming - was done to distort the perspective. This video, posted earlier in the thread, depicts a city nearly entirely blacked out and the purported hospital site wasn't evident until the explosion.
