Huyang's been dealing with actual Jedi Academy level padawns learning under Jedi Knights/Masters for centuries.
Ahsoka is not a Jedi, she never finished her training so she's more or less only teaching what she learned till she left (which to be fair, Anakin was her teacher) and what's she's learned on her own since. Sabine does not have the Force sensitivity to have been admitted to the Academy. All of this would add up to the worst of the worst for Huyang. That doesn't mean she can't tap into the Force - all life can, Ahsoka even says it's a talent. You want a Mandalorian to excel at something? Tell them they can't do it.
I don't think Filoni made any of these choices willy nilly. Ahsoka has kind of been taking her own track with the Force since she (justifiably) left the Order - she understood even before Order 66 the Order wasn't "it". You see this in Cal Kestis as well, he taps into the Dark Side of the Force and isn't really stuck on the rigid path of how the Order did things. The "meta" of the universe is changing. At least IMO.
