Because people actually do change sometimes? For some people they need an 'assist' to unlock the Force in them. I'd say Hiyang understood that Sabine was still not where he thought she should be based on his previous observations and he'd given up on the idea that she would amount to much in terms of Force wielding.
I still think the x-factor for Sabine is Ezra and Hiyang didn't account for that possibility.
