At what point is execution a coaching problem?

What is our offensive identity? Can anyone answer that? If we don’t have one that’s all on the coaches.
We’re 10 weeks in. The players should be comfortable and playing with a bounce in their step, but instead there are too many plays like the one posted above where there is hesitation and confusion.
