It means passers with enough attempts to qualify for season-long league stats (omits spot starters or random halfback passes, etc.)

Anyway, I guess it depends on which metric you use, but at least using passer rating, he's always been bottom half of the league in the red zone (aside from his rookie year lol). Pete obviously isn't making anything better but when it comes to the RZ, we're trying to make chicken salad out of chicken ---.
