Foles only played 1 game which was a 35-34 win against The Seahwawks. Andy won 1 game which was a 3 point victory. Justin won 3 that year, as a rookie. So you are comparing a QB who played 1 game, a QB who played 2 full games (got injured the 3rd) vs a rookie who had to play the rest of the way.
