There are only about 20 or so QBs that can actually look like competent starters in the NFL. That leaves about 12 teams every year trotting out backup level QBs. Add in a few injuries and the Trubisky’s of the world can keep getting work.

Also add in the first round effect. Get drafted in the first round (especially high in the round) and teams will almost always take a flyer out on that player no matter how terrible they’ve been.
Trubisky isn't great and hardly anyone will ever judge his career as outstanding, but compared to outright disasters or epic QB "busts" like Ryan Leaf, Jamarcus " Jabba the Hutt" Russell, Heath Schuler, Akili Smith, and Cade Mcnown, Trubisky did actually take two Bears teams to the playoffs and IIRC, get voted to a Pro Bowl in 2018. He's a working-class version of old, 1990's Detroit Lions QB Scott Mitchell.
